Meet the experts driving marine conservation and blue carbon research

Rui Santos
President
PhD in Biology from Dalhousie University, Canada (1993), with aggregation in Marine Ecology from the University of Algarve, UAlg (2005), he retired from UAlg in 2023.
He was a founding member of the Centre for Marine Sciences at the University of Algarve (CCMAR) and is the coordinator of the Algae-Marine Plant Ecology research group of CCMAR since 2003. His research focuses on the role of coastal vegetation, algae, seagrasses, salt marshes and mangroves in the functioning of ecosystems and the goods and services they provide, particularly in carbon sequestration (blue carbon).
He has over 250 scientific publications and over 10,000 citations. RS has extensive experience in scientific dissemination and outreach activities, in the form of public lectures, teacher training, news and programmes in the media, and frequently contributes scientific information for the management and conservation of coastal ecosystems.
He was appointed by the Foundation for Science and Technology as the national representative in the Joint Action on Blue Carbon of the Joint Programming Initiative Healthy and Productive Seas and Oceans.

Maria João Neves
Vice-President
PhD in Contemporary Philosophy in 2002 at Nova — University of Lisbon, where she also graduated. Appointed as Teaching Assistant at Instituto Superior D. Afonso III, Loulé in 1999, Assistant Professor in 2002 and Associate Professor from 2009 until 2016, she taught in the areas of Environmental Ethics and Aesthetics.
Author of several books and articles in indexed scientific journals, she is committed to Philosophical Practice, bringing scientific knowledge outside the walls of academia and interacting with the community. To this end, since 2015, she has been writing a monthly philosophy column in Cultura.Sul / Postal do Algarve (a cultural supplement that comes with the Expresso newspaper in the Algarve region) where she has published more than 100 articles that are the themes of monthly philosophical cafés.
She has a strong connection to the arts, a post-doc in Musical Aesthetics and, as a yoga instructor, she has created Environmental Awareness Experiences, namely the Aerial Yoga over the Sea, offered to hotel guests in the eastern Algarve.

Márcio Martins
Vice President
Marine biologist, completing his PhD at the University of Algarve. Since 2017, his research has been dedicated to carbon sequestration in marine sediments, a topic of growing importance in the context of global climate change.
MM investigates the spatial distribution of sedimentary carbon stocks, the development of algorithms for high-resolution automatic mapping of coastal ecosystems, integrating remote sensing — such as satellite imagery and drones — with digital elevation models and in situ field data.
He is author or co-author of 8 scientific publications and has contributed to three environmental impact studies. He is actively involved in scientific communication and outreach. Through his participation in science education programmes, he has trained over 600 students on ecosystem services, including carbon sequestration, conducting theoretical sessions and practical activities in the field and in the laboratory.
His combined focus on rigorous scientific research and public engagement reflects a strong commitment to advancing marine science and raising awareness of the vital role of coastal ecosystems in climate regulation.

Jon Borowicz
Chair of the General Assembly
Received his PhD in Philosophy from Johns Hopkins University in 1996. He is Professor Emeritus of Philosophy at the Milwaukee School of Engineering and Director of the Department of Professional Autonomy at the International Chair of Bioethics.
A pioneer in the field of Philosophical Practice, his academic work focuses on issues at the intersection of ethics and political theory.

João Rodrigues
Secretary of the General Assembly
Is a filmmaker, photojournalist and marine biologist specialized in natural history and conservation. During his professional career, which has taken him to dive from the icy waters of the Nordic seas to the coral reefs of the tropics, collaborated on documentaries such as Europe's Wild Islands by National Geographic Channel, Blue Planet 2 by BBC, Oasis - Azores Islands-North Atlantic Ocean by NHK, + or – 5 mètres by the Arte channel and Life at the Extreme-Deep / Azores from the iTV channel.
JR is a contributor to magazines such as National Geographic, BBC Wildlife and Oceanographic and the director of the production company Chimera Visuals, through which he directed and produced the film Cavalos de Guerra, distinguished in environmental film festivals in the United States, Argentina, Mexico, England, among others. He also works as Director of Photography on nature and wildlife films from international producers, such as BBC, NHK and Bonne Pioche.
Awarded in internationally renowned photography competitions such as the European Photographer of the Year, the Underwater Photographer of the Year and the SIENA International Photo Awards in 2021, he was the first Portuguese to win first place in the prestigious competition of the London Natural History Museum, The Wildlife Photographer of the Year.
JR's mission is to tell stories of the oceans through what he believes to be one of the most important tools for community awareness, the visual storytelling.

Pedro Miguel Matos
Single Auditor
Is a Certified Accountant and Entrepreneur. Has a degree in Management from the University of Algarve and a postgraduate degree in Occupational Health and Safety. At the same time, he leads several social, cultural and sports projects. Contributing to a sustainable future is everyone's responsibility, which is why he personally sees BlueZ C as both a challenge and a unique opportunity to be part of the change.
